Yes, Underwater had a lot of potential. Although, I still enjoyed it for what it was. An action film. To me, the key element it lacked was character development. It jumped right into the fire without the audience knowing anything about anyone. They shoe-horned in some scenes to try to fill in those character holes, but to no success. It looked like a pricey production. Maybe they ran out of money, so they released it with what they could hobble together with what they shot. Oh well.
